Position Purpose:

This position is responsible to develop, implement and manage capital improvement projects related to water facilities including water treatment upgrades, pump stations, storage tanks, pipelines, and other facilities, and wastewater upgrades related to wastewater plants, lift stations and the collection system.
Leads as project manager for water and wastewater system additions and modifications working closely with company personnel in accomplishing successful project delivery.
Participates in and actively contributes to short and long-term system planning as assigned.
Effectively manages consultants and contractors for project delivery.

The candidate works closely with Engineering and Operations personnel, managing and coordinating program activities utilizing a cross-functional team approach.

The candidate works to ensure Asset Owner satisfaction by delivering projects in accordance with the success criteria defined in the project plan (i.
e.
operational performance, budget, schedule, regulatory compliance, etc.
).

Primary Duties/
Responsibilities:

  • Manage the project development, design (either internal or external) and delivery of capital projects in accordance with engineering guidelines and procurement policies.
    Support the oversight of construction management personnel to ensure timely completion of assignments, budget compliance, asset management documentation and adherence to applicable standards.
  • Ensure corporate Technical and Environmental Health and Safety/Security standards are incorporated into the design specifications.
  • Manage and report on project expenditures to ensure they are aligned with budget and prioritize projects based on available funding and risk assessment.
  • Drive efficiency into project delivery through the monitoring of delivery metrics and utilization of alternate procurement and delivery methods.
  • Manage environmental and governmental permitting in coordination with local business unit staff.
  • Support the oversight of construction management personnel to ensure timely completion of assignments, budget compliance and adherence to applicable standards.

  • Participate in the development of engineering design and delivery processes and standards.
  • Provide technical expertise on engineering and operational issues and support facility condition assessments for our water/wastewater operations.
  • Ability to work transversally with corporate and local business units.
  • Under the direction of the Manager Engineering Lead Program & Special Projects, the Data Analyst will be responsible for the following:
    • Data compilation and data analysis to generate metrics from internal and external resources.
    • Generation of proper documentation for work order creation, management, and closure.
    • Development of an initial list of road and targeted service address locations to support lead service line replacement and identification of unknowns.
    • Vetting of service address location to develop a post-vetted list of locations for contractor work delivery.
    • Work Order Log Company and Customer side work including creation, population, and maintenance.
    • Responsible for the management of approximately 4,000 work orders per year and twenty-five (25) work order logs.
    • Use of company resources including HexaGon, GIS, Google applications, and other electronic applications.
      This person may be required to perform inspections of new installations or other duties as assigned.
    • Responsible for the generation of weekly metrics, review and closing of work orders, work order generation, and interfacing with contractors, internal departments, and customers for the efficient and quality delivery of the lead service line replacement program.
    • Work with other departments including Operations, Water Quality, and Customer Service.
    • Assist engineers & manager in developing analysis and reports to be provided to regulators, internal or external customers as required.
    • Maintain Key Performance Indicators to track performance and productivity.

Qualifications

Education/Experience/Background:

  • Bachelor s Degree in Engineering, Construction Management or related field, Computer Science, Data Analytic, commensurate experience may be considered.
  • Engineering in Training Certificate is a plus.
  • Minimum 2 years of experience in data analysis or a related role in data and work order management.
  • Field experience and knowledge related to the construction delivery of water underground utility infrastructure projects is a plus.


Knowledge/Skills/Abilities:

  • Strong project management skills (initiating, planning, executing, monitoring, controlling, and closing).
  • Hydraulic modeling experience a plus.
  • Superior personal effectiveness skills, visible leadership by example utilizing participative management involving employees and teamwork whenever possible.
  • Strong communication, presentation and reporting skills.
  • Experience utilizing alternate project delivery methods (design-build, integrated project delivery) and contracting methods (guaranteed maximum price, reimbursable).
  • Computer skills (MS Project, Google Suite, AutoCAD, Oracle Peoplesoft, Hyperion or other planning/performance/budgeting tools a plus).
  • Must be experienced in using Google Sheets (or similar application such as Excel) including development of equations to support tracking of lead work activities (e.
    g.
    , COUNTIF, SUMIF, etc.
    ).
  • Should have beginner to intermediate knowledge of HexaGon or similar Work Order Management system.
  • ESRI/GIS experience is a plus.
  • Excellent time-management skills to be able to prioritize competing tasks.

Required Certification/Licenses/Training:

  • PMP and/or Construction Management certification is a plus.

Physical Requirements:

  • Physical:
    ability to stand, sit in front of computer for extended periods of time.
  • Mental:
    Ability to read maps and verbally communicate with internal and external customers.
